Emmetsburg Community School Board Unanimously Supports Improvement Plan
EMMETSBURG, IOWA — After nearly two years of thoughtful planning by the facilities committee and board of directors, gathering educator input, and listening to community feedback, the Emmetsburg Community School District (ECSD) Board of Directors unanimously supports the new comprehensive, fiscally responsible school improvement plan that honors the past and prepares the community for the future.
“This updated plan reflects our programming growth and community partnerships—our unwavering commitment to the success, safety, and well-being of every E-Hawk student and family we serve,” said Cory Jenness, Superintendent of ECSD. “It’s the result of listening, collaborating, and connecting with our community, and making smart choices that serve both current needs and future opportunities.”
The Project Goals
Prioritize Student Safety and Security: Improve traffic safety by creating separate areas for bus and car pick-up and drop-off, and enhance daily operations to ensure a secure, efficient arrival and dismissal process.
Create Modern, Inclusive Learning Spaces: Design collaborative, flexible classrooms that support both individual and small-group learning at the new elementary school and organize grade-level neighborhoods to foster supportive, age-appropriate environments. Expand student services and wellness spaces. Build a vibrant, inclusive playground to promote physical activity and social connection.
Maintain Our Fiscal Responsibility: Maintain a responsible tax impact by proposing a maximum debt service levy rate of $3.25, which is $0.80 lower than the November 2024 proposal due to refinancing and early payment. Reduce overall project costs by $1.55 million through a revised finance plan leveraging SAVE funds and other interest earnings.
Improve West for Expanded Programming & Community Services: To support families in our community, the district will offer before and after school care starting in August 2025. This much-needed service will provide a safe, supportive environment for students outside of regular school hours. Once the new elementary school opens, phase 2 of the program will expand to include all-day childcare options available to families throughout the community. District ownership and operation of the building will maintain local oversight and long-term community value.

This improvement plan is more than bricks and mortar—it’s a thoughtful, efficient path forward that protects Emmetsburg's proud legacy while preparing students for success in a changing world.

A general obligation bond requires 60% +1 voter approval. Emmetsburg community members are actively seeking petition signatures to place this bond measure on the November 4, 2025, election ballot.
